Tigray was under a complete blockage or siege for the previous 3 years. So, we, university employees do not have any source of income except our monthly salary. So, I cannot cover any expense for an international mobility. I am unable to cover not only accommodations but also transportations of the program. Moreover, since my institution (Aksum University) was closed during the war years and most of its resources and infrastructure were destroyed, it has shortage of budget to cover my expenses to participate in the IIPE.
